חברים יקרים, במאבקנו להקמת תוכנית מסודרת לפרישה עבור סוסי המשטרה.

אני פונה אליך בנוגע למציאת פתרון הולם לסוסי המשטרה אשר סיימו את שירותם בשורות המשטרה.אני אקדים ואומר שאני שמחה על החלטתכם לחפש מאמצים לסוסים, ולא למכור אותם לסוחרים כפי שנעשה בעבר. זה בהחלט צעד הומני ובעל כוונות טובות וראוי לציון.

אך בכל זאת אני מעוניינת להעלות מספר נקודות-מניסיוני, אחזקת סוסים הינה דבר יקר ומוערך בכ1000ש"ח בחודש במצבים רגילים הכוללים אוכל, פרזול, חיסונים, ביטוחים, ואינם כוללים בעיות וטרינריות ותקלות נוספות.מנסיוני, גם בתי ספר וגם רכיבה טיפולית- הן לא מצב וודאי שמבטיח ידיים עדינות ומקצועיות, ובוודאי אינן מבטיחות בסיס יציב.גם אדם פרטי עם כוונות טובות, אינו יכול להבטיח יציבות כלכלית, בוודאי לא בתקופה מוכת קורונה.גורל סוס, במיוחד בארצנו בה התחום אינו נאכף דיו, הוא גורל אכזר ברובו המסתיים בהתעללות.התעללות יכולה לבוא לידי ביטוי ביחס לא הוגן, במכות, ביחס שאינו מקצועי, בתנאי אחזקה שאינם נאותים, בהחלפות ידיים, בהרעבה, בהזנחה מחוסר ידע, ולא עלינו- במסירה/ גניבה/ מעבר לשטחים לצרכי מאכל.

מכיוון שלמסור סוס לאימוץ זאת לא ערובה בטוחה לעתידו לטווח הארוך, אני מבקשת ממכם להיות הומניים צעד נוסף ולדאוג לסוסי המשטרה לפנסיית פרישה מכובדת. מכיוון שמדובר בבעל חיים ששירת את המדינה- הוא הרוויח זאת ביושר, בדיוק כפי שאתם, השוטרים, הרווחתם את הפנסיה שלכם.

מכירתם של הסוסים בעבר היתה זהה ביחסה למכירת צי הרכב שאתם מוציאים למכרז מעת לעת. זה היה אכזרי ואני יותר משמחה שהפסקתם במעשה זה.

עכשיו הגיעה העת להתקדם צעד נוסף ולנהוג בסוסי המשטרה בדיוק באותו כבוד ונוהל אותו אתם מקנים לשוטר שפרש משורותיכם בכבוד.

סוסים אלו נרכשו, בתחילתו של מעשה, מכספי הציבור שהופקדו בידכם למען שמירת ביטחון הציבור.עכשיו תורכם להפקיד את כספינו בצורה הומנית. זאת אינה בקשה- זאת דרישה!

ועכשיו לצד הפרקטי-אני בעלת ידע בתכנון והוצאה לפועל של מקום המותאם לגידול ואחזקת סוסים בפרישה. אשמח לתרום ידע, בנוסף לזמני היקר, על מנת שנפגש ושנתכנן יחד מקום לסוסי המשטרה, בו הם יוכלו לפרוש בכבוד. אעזור לכם בכל מה שדרוש במציאת מקום, בהוצאת היתרים כחוק, אתכנן איתכם את המתקן, עד לרמת ביצוע מפורטת ואשב עם אנשי המקצוע עד שיבצעו את כל מה שצריך עד הפרט האחרון. זאת תרומתי לנושא ואעשה זאת באהבה ובהתנדבות!לאחר שלב ההקמה- את המקום עצמו אתם תתחזקו, ובסוסים אתם תטפלו, את המזון וכל ההוצאות אתם תשלמו. וכל זאת מכיוון שסוסים אלו הרוויחו ביושר את אחזקתם עד סוף ימי חייהם.

By signing this petition, you can help in our struggle to establish a humane and organized arrangement for Israel’s retired Police horses! 

(Ed. -The Police force currently holds the horses up for adoption, where people can apply with the requirement that it is either a non-profit rehabilitation facility, riding school, or an instructional facility for Therapeutic Horseback Riding)

Together we can make a difference for these horses that have served the country for 10-15 years and are now being expelled from the system.

The email being sent to Police officials along with details regarding the Police horses follows:

To whom it may concern,

My name is Orly Herbst, a prominent figure and well known professional in the horse industry as a rider, competitor, trainer, breeder and owner of horses who have been retired and put out to pasture, with over 30 years of experience in the field.

I write you in the hope of finding a solution regarding the continued welfare of horses that have completed their service to the country within the Israel Police Force. 

First off, I would like to commend you on your decision to find adoptive new homes for these horses as opposed to selling them off to dealers as has been done in the past. This is truly a significant step towards a more humane solution and is worth noting. 

However I feel it is important to point out a few issues regarding such practice from my own experience. Horse maintenance is extremely expensive, starting at the base cost of an estimated 1000 NIS per month under normal circumstances. This includes food, farrier, vaccinations, insurance, and does not include veterinary bills and unforeseen issues. 

From my experience, neither riding schools nor Therapeutic riding schools can guarantee a gentle, professional hand, and under no circumstance guarantee stability. Even the most well intentioned private owner cannot guarantee monetary stability, especially during the current Corona crisis.

In a country where the horse industry is highly unregulated, a horse’s destiny is typically doomed to end in animal abuse, unfair/unprofessional treatment, beatings, living in sub-par conditions, exchange of ownership, studding, negligence as a result of ignorance, and worst of all sending and/or theft across the borders where they are sent the slaughter house. 

Because putting a horse up for adoption can never guarantee its long term future, I urge you to make the humane decision by taking an additional step towards providing these Police horses with a respectable way to live the rest of their lives. We are talking about animals that have tirelessly served the country and have earned an honest retirement pension just as you, the Police have earned yours.

In the past, the selling of these horses was akin to the occasional auctioning off used vehicles. It was a cruel process, and I’m extremely happy that you have finally ceased these actions.

Now is the time to take an additional step forward by providing these hard working Police horses the same respect and standards you apply to retired Police officers.

These horses were initially acquired using our tax money –allocated to the police force in order to maintain public safety. Now it’s up to you to use the same funds -our tax money- by giving back to the animals who have served the Police Force for most of their lives. This is not a request, it is a demand!

Practically speaking, I have vast experience in the planning and implementation of facilities that primarily focus on care and maintenance of horses in retirement. I am more than happy to donate my time and knowledge, so that we can meet and plan a location for a new home for these tired police horses, where they can live out there days respectably and peacefully. 

I am willing to actively assist you with anything you need –in finding an appropriate location, obtaining legal permits, planning the design of the facility to the degree of the finest detail, and will continue to assist all professionals involved to completion. This is my voluntary donation to the cause and I do so entirely out of love. 

Upon completion of the project, it will be your responsibility to fund and maintain the facility including horse care, food and all expenses. All this, because these horses have honestly earned the right receive proper care for the rest of their lives.

I would like to meet with you so that we can move forward on the subject as soon as possible.
