עצומה על מנת לקדם את נושא הדיור ולמציאת פתרונות ראויים.

לכבוד: המתמודדים לראשות מועצת קרני שומרון רבתי. אנו, הזוגות הצעירים ונוער גינות שומרון, קוראים לשנות את המצב הקיים ביישוב; חוסר היכולת הבסיסית שלנו ליישב ולהתיישב במקום מגורי הורינו. אנו מרגישים שלא נעשות הפעולות הנדרשות על מנת להשאיר כאן, בגינות שומרון, את הדור הצעיר, הדרוש כל כך לעתידו של היישוב. הרווקים שבינינו עומדים בחוסר אונים מול הידיעה כי בבא העת, לא תהיה האפשרות למצוא אפשרות מגורים זמנית זולה. הנשואים הטריים סורקים את היישוב אחר דירות קטנות להשכרה, כאשר ברור שבשוק שבו הביקוש עולה עשרות מונים על ההיצע - בקושי נוכל לעמוד בעלויות. גם מקומם של הצעירים ה"ותיקים" יותר לא נפקד - הרי בישוב בו אין אופק התיישבותי לחברינו, לאחינו (ובבא הזמן לילדינו) מדוע שנרצה לבנות בו את ביתינו? כפי שידוע לכולנו, לאחרונה נבנו 20 קרוואנים באיזור הבריכה, במטרה לענות בדיוק על הצורך הנ"ל. אך במהרה התברר, כי מחירי הקרוואנים גבוהים בהרבה ממחיר הקרוואנים ברובע קרני שומרון, אינם כוללים מיסים וזמן המגורים המוקצב קצר, כך שאין כאן פתרון למצב כלל וכלל. לא במקרה רוב הקרוואנים נשארו שוממים ואפילו הוצעו לזוגות מחוץ ליישוב - אך לשווא. מחירי הקרוואנים פשוט גבוהים מדי. ברור לנו כי מחירי הקרוואנים נקבעו עקב ההשקעה של המועצה ונועדו לכסות את מחירי הפרוייקט. אך לזוג צעיר המשלב בדר"כ לימודים, שירות צבאי או נמצא בתחילת הקריירה, המבקש לבנות את עתידו ביישוב, אין זה משנה מאין נגזרו עלויות המגורים. ללא אפשרויות מגורים זולות וזמינות - הדור הצעיר ימצא את עצמו במקומות אחרים. ישנם פתרונות רבים למצוקת הדיור לדור הצעיר בגינות, למשל: * סבסוד שכר הדירה בקרוואנים ע"י המועצה, על מנת להורידו למחיר אטרקטיבי לזוגות צעירים * הנחות משמעותיות בארנונה ואגרת שמירה * התנעת פרויקטי דיור לזוגות צעירים, על בסיס המודלים הקיימים בישובים סמוכים (קדומים, מעלה שומרון, וכו') * מלגות לסטודנטים בני היישוב * מלגות בתמורה להתנדבות בקהילה (כיתת כוננות, מד"א, כיבוי וכו') מטרת כולנו להבטיח עתיד טוב יותר ליישוב כולו, ולצעירים השואפים לבנות ולהיבנות ביישוב. בבואנו לבחור בבחירות הקרובות את ראש המועצה הבאה, אנו מצהירים - זהו הנושא החשוב לנו מכל, ועל פיו תתקבל החלטתנו. מתמודד יקר, נשמח לשמוע את תוכניותיך לגבי הנושאים שהועלו במכתב זה, על מנת שנוכל לבחור במועמד אשר יבטיח עתיד טוב יותר ליישוב. בברכה, פורום זוגות צעירי גינות שומרון To: The Candidates for Mayor of Karnei Shomron We, the young couples and youth of Ginot Shomron, are asking you to change the current situation in the yishuv: namely the lack of our basic ability to settle where our parents live. We feel that the necessary actions are not being taken to keep the young generation, the future of this yishuv, in Ginot Shomron. The singles amongst us do not know what to do against the knowledge that they will not be able to find temporary affordable housing. The newlywed couples are searching the yishuv to find small apartments to rent, when it is obvious that this market has a much higher demand than supply. Even the situation of the �older� young couples is not taken into consideration - in a yishuv where there is no settlement option for our friends, our brothers (and one day their children), why would we want to build their home here? As everyone knows, twenty caravans were recently built near the pool, in order to address this specific predicament. However, it turns out that the rent for these caravans was significantly higher than the rent for the caravans in Karnei Shomron. In addition, this price did not include taxes, and each family could only live there for a limited amount of time. Therefore, the new caravans were not a viable solution to the problem. It was no surprise that most of the caravans remained empty or went to couples from outside the yishuv. The price of the caravans was simply too high. It is clear to us that the price of the caravans was determined because of the city council's investment and was designated to cover the cost of the project. However, to a young couple who is trying to balance school, army service, or is at the beginning of a career, it doesn�t matter where these prices came from. Without any options for affordable and temporary housing, the young generation finds itself moving to other places. There are many solutions for the housing crisis facing the young generation of Ginot Shomron, including: * Rent subsidies by the city council for the caravans, in order to make the rent attractive to young couples. * Significant discounts for city taxes and security fees. * Starting up of housing projects for young couples, based on existing models in nearby communities (Kedumim, Ma'ale Shomron, etc.). * Scholarships for students who grew up in the yishuv. * Scholarships in return for volunteering within the community (Kitat Konenut, MDA, Fire Dept., etc.). Everyone�s goal is to ensure a better future for the entire community and to provide the younger generation the ability to build in the yishuv. When we go to vote in the upcoming elections for mayor, we declare that this is the most important issue for us and the one that will determine who will get our vote. Dear candidate, we would love to hear your ideas about the issues discussed in this letter, in order for us to choose the candidate who will best ensure the future of this yishuv.
