הגברת אכיפה בנושא כלבים במדרשת בן-גוריון

אנו, החתומים מטה, דורשים מהמועצה האזורית רמת נגב, ובשיתוף הוועד המקומי של מדרשת בן-גוריון, להפעיל יחד אכיפה יעילה של החוק האוסר על שוטטות כלבים חופשיים בישוב באמצעות קנסות וכל אמצעי הרתעה אחר המוקנה על ידי החוק. בעקבות הצטברות מקרים של התקפות כלבים על תושבים ועל כלבים אחרים, הגיע הזמן לטפל בבעיה באופן יעיל ועקבי. בנוסף להתקפות, כלבים חופשיים מהווים הפרעה למהלך החיים התקין של התושבים עקב הפרשות שאינן נאספות על ידי בעלי הכלבים, ונביחות על עוברים ושבים ורוכבי אופניים, גם בשעות הלילה המאוחרות ומוקדם בבוקר.

ציטוט מתוך החוק להסדרת הפיקוח על כלבים, התשס"ג-2002:

11 (א) המחזיק בכלב לא יאפשר את יציאתו מתחומי חצריו (להלן - החצרים), אלא אם כן הכלב מוחזק בידי אדם המסוגל לשלוט בו, באמצעות רצועה שאת אורכה וטיבה יקבע השר

English Translation:

We, the undersigned, demand of the Ramat HaNegev Regional Council, in collaboration with the Local Committee of Midreshet Ben Gurion, that they implement efficient enforcement of the law, which forbids dogs to roam freely in the settlement, through the use of fines and all means that are in keeping with the law.

 As a result of accumulating incidents of dogs attacking residents and other dogs, it is time to deal with the problem effectively, and consistently. In addition to attacks, dogs roaming freely constitute a disturbance to the quality of life of residents, due to the dog’s excrement, which is not collected by the dog owners and barking at passers-by walking or on bicycles, including late at night / early in the morning.

Quote from the Law concerning regulation of supervision of dogs, 2002:-

A dog owner will not allow his dog to leave his yard, unless the dog is held by an individual who is able to control it, with a leash, whose length will be determined by the minister.
