הקמת מחנה פליטים עבור אזרחי עזה

אנו בעד הקמת מחנה פליטים עבור תושבי עזה, בכדי לאפשר לצה"ל לסיים את לוחמתו מול החמאס במינימום נפגעים חפים מפשע. להלן מכתב שנשלח היום לרה"מ ושר הבטחון. עצומה זו מתפקידה להביא ללחץ חברתי על הממשל לקיים מהלך זה.

We are in favour of forming a refugee camp for the civillians in Gaza, to allow the IDF to conclude it's current warfare against Hamas with little (or no) civillian casualties. Follows a letter that was sent today to Prime-Minister Netanyahu and Minister of Defense Yaalon (scroll down for english). Signing this petition should serve in creating the necessary public pressure for the government to implement this suggestion

לכבוד ראש ממשלת ישראל מר בנימין נתניהו ושר הבטחון רא"ל (מיל') משה יעלון,

בידוע שהלוחמה המתרחשת עתה ברצועת עזה גובה כיום מחיר כבד. התסמין הבעייתי ביותר של לוחמה זו הוא השימוש הנתעב של ארגון החמאס באזרחי הרש"פ כ"מגנים אנושיים", דבר הגורם לגדיעת חייהם של אזרחים חפים מפשע, ביניהם נשים, ילדים וטף. מניסיון העבר, זאת הסיבה שגם סבב הלוחמה הנוכחי יסתכם בהפסקת אש כלשהי, שלא תמוטט את שלטון החמאס, אלא תיתן להם את המרחב והזמן שהם זקוקים לו בכדי להמשיך להתחמש ולהשתמש בכל כלי באפשרותם להגדיל את כמות הלוחמים העומדים לרשותם, דבר שבוודאי אומר שתוך זמן לא ארוך הירי על מדינתנו יתחדש.

משום שחיי אדם הם ערך עליון של צבא ההגנה לישראל, וכן ערך של ישראל כעם, מחובתנו המוסרית לעשות כל ביכולתנו להרחיק אזרחים חפים מפשע משטח האש. הפתרון המתבקש הוא להקים מחנה פליטים (בשטח מדינת ישראל) עבור תושבי הרש"פ המעוניינים להימלט מטווח תקיפות צה"ל. אכן ברור שדבר כזה יעלה כספים למשלם המיסים וקופת המדינה, אך מחיר זה מתגמד לעומת המחיר של לוחמה ארוכה ומתמשכת, והמחיר הנפשי של חיילנו, הנאלצים להרוג חפים מפשע. אזכיר גם את המחיר התדמיתי שעמנו משלם בעיני שאר העולם (למרות שישנם מדינות התומכות בנו בזמן בעייתי זה, אנו שמים לב גם לאלו שלא).

מהלך כזה אמור לאפשר לצה"ל להילחם בחמאס עד חרמה, בפגיעה מינימאלית של חפים מפשע, בתקווה שיתאפשר עם הזמן להקים חלופה שלטונית לחמאס, אולי אף מתוך מחנה הפליטים שייבנה, שם תהיה לאזרחי פלסטין הזדמנות להקמת גופים פוליטיים אלטרנטיביים, לטובת העם הפלסטיני, ולטובת קיום דמוקרטי לצד מדינת ישראל בשלום.

יש צורך מיידי ובהול ביישום פתרון זה. ויפה שעה אחת קודם.

To Prime-Minister of Israel, Mr. Benjamin Netanyahu and Defense Minister Lt. Gen. (Res.) Moshe Yaalon,

It is known that the fighting now taking place in the Gaza Strip is taking a heavy toll. The most problematic in this fighting is the despicable use of residents of Gaza as "human shields" by Hamas, which causes the killing of innocent civilians, including women, children and infants. From past experience, this is the reason that the current battle will probably also end is some sort of cease fire, that will not result in a victory over Hamas, who are committing war crimes against not only Israeli civilians, but Palestinian ones as well. This will give Hamas the space and time needed to continue arming themselves and using whatever tools at their disposal to recruit more fighters to their organization, and surely will result in additional attacks on Israeli population.

Since human life is a sacred value to the IDF, as well as to Israel as a nation, it is our moral obligation to do all that we can to distance innocent civilians from the line of fire. The proposed solution is to build a refugee camp (inside Israeli borders) for civilians of the Palestinian Authority to flee to. Obviously, this will bear a cost to the Israeli taxpayer, but that cost is nothing compared to the cost of an ongoing battle, and the mental cost of our soldiers being forced to kill innocents in order to defend Israeli civilians. I will also mention the price of Israel's image in the eyes of the world.

Such an action should allow the IDF to fight Hamas, damaging their murderous infrastructure in a way that will allow the majority of peace-loving Palestinians to free themselves from Hamas' shackles, with minimal casualties to civilian population, with the hope that this will allow the formation of a true democratic alternative to Hamas regime, possibly even from within this refugee camp, where Palestinians will have a chance to get together and organize, away from the constant rocket-fire, and so – bring peace to the region.

This solution needs to be implemented as soon as possible, to avoid more loss of innocent lives.
