מצילים את חורשת השקדיות בגבעה הצרפתית- Save the Almond Park

אנו, החתומים מטה, תושבי ואוהבי הגבעה הצרפתית ,

קוראים למקבלי ההחלטות בעיריית ירושלים ולאנשי המינהל הקהילתי,

להשהות באופן מיידי את התחלת הביצוע של התוכנית להקמת מגרשי ספורט בלב האיזור המוכר כ"חורשת השקדיות" עד להסדרת הנושא.

1.   חורשת השקדיות הינה איזור ייחודי בשכונה ובאזור צפון ירושלים בכלל, בעל יופי טבעי ומגוון ביולוגי עשיר. עד לשנה האחרונה האיזור היה מגודר ולכן היה פחות מוכר לתושבי השכונה, אך בתקופת הקורונה הפך המקום למוקד חיוני של טבע עירוני פתוח.  התושבים יזמו מבצע ספירת עצים במקום, והיקף העצים (כ-500, רובם שקדיות) עלה פי כמה על מספר העצים שהופיעו בסקר העצים שלכאורה בוצע בתהליך תכנון מגרשי הספורט.
2.   באביב האחרון המקום הפך למוקד קהילתי שכונתי. עשרות תושבים השתתפו במבצעי נקיון, הכנת שילוט, וסיורי טבע ופרפרים. גם זכינו לבשורה על אישור פיתוח החורשה והמעלה למינהל קהילתי בתקציב של 25 מיליון ש"ח לפארק רובעי רב תכליתי המכיל איזורי פנאי, גני משחקים ועוד. פרוייקט מבטיח זה לא היה על הפרק כאשר תכננו למקם את מתחמי הספורט על אזור חורשת השקדיות.
3.   השכונה כולה מיועדת לציפוף והתחדשות מאסיבי בעשורים הקרובים.  השארת איזור המוגדר כאתר טבע עירוני הוא חיוני לאיכות החיים העתידית של התושבים של הגבעה. כמו כן סוכם במסגרת הוועדה הפיזית של המינהל פה אחד כיוון המאפשר שילוב של איזורי הספורט ביחד עם השארת מרבית הטבע הקיים.

אנו דורשים מקובעי המדיניות בעירייה ובמינהל הקהילתי לערוך שינויים בתוכנית לפיתוח האזור, בשיתוף התושבים, באופן המתחשב בחיוניות המקום לתושבים, ובאופן הגורם לנזק מינימלי לאזורי טבע, לחורשה ולסביבתה.

We, residents and supporters of French Hill, call upon the Jerusalem municipality and the neighborhood Community Center, to immediately suspend the plan to construct sports fields on the area of the Almond Park, until the plan undergoes review and revision in a process involving neighborhood residents.  

1. The Almond Park is an enclave of natural beauty and rich biological diversity that is unparalleled in the region of North Jerusalem. Until a year ago, the area was fenced off, and thus most residents of French Hill were not aware of it. But during the Corona pandemic, the Park became a critical location of urban nature for the neighborhood.  The residents initiated a tree-counting project which revealed that the number of trees in the Park (about 500, mostly almond trees) far surpassed the number stated in the tree survey which was done as part of the plan for the sports complex.
2. This past spring, the Almond Park became a major community meeting-place. Dozens of residents have participated in projects and activities in the Park, including a massive clean-up of the area, the creation of signs and notices for the trails, and participation in numerous tours focused on nature and wildlife.  In addition, the neighborhood received the good news that the municipality will fund a NIS25 million renovation of the area of the French Hill Park (the “Hursha”) and the fields around the community center, which abut the Almond Park.  This promising and exciting renovation project was not on the docket, when the sports complex was planned for the site of the Almond Park.
3. Massive construction is planned for the neighborhood in the coming years.  The preservation of areas of urban nature is critical for the future quality of life of current and future French Hill residents. When the Physical Resources Committee discussed the plan for the sports complexes in February 2021, there was unanimous approval for a statement calling on the municipality to rethink the current plan, in order to design the sports fields in a way that preserves as much as possible of the Almond Park.

We demand that the city and the Community Center redesign the plan for the sports fields, in cooperation with the residents of the neighborhood, in a way that takes into consideration the vital importance of the Almond Park to residents, and which causes minimal harm to the Park and its environs.
