דרישה להגביר את האבטחה של אפרת

עודד רביבי, ראש מועצה מקומית אפרת,

אנו, תושבי אפרת החתומים מטה, דורשים נקיטת אמצעי אבטחה נוספים להגנה על היישוב שלנו.

אנחנו רדופים על ידי הטרגדיה של ה-7 באוקטובר. המוות, ההרס והעקירה של אחינו ואחיותינו בדרום ארץ היו קורע לב, ואנו מתפללים בכל רגע לשחרור החטופים שעדיין נמצאים בשבי. הרסנית כמעט לא פחות היא האכזבה שיש לכולנו מהממשלה, הצבא, שירותי הביטחון וסוכנויות הביון שנכשלו נורא במניעת התקיפות. לכולנו הייתה אמונה עמוקה שאנחנו בטוחים ובטחנו שהביטחון שלנו הוא בעל חשיבות עליונה לכל מנהיגינו. אנחנו יודעים עכשיו שטעינו.

כתושבי אפרת אנו חשים פגיעים במיוחד לפיגועים דומים כפי שראינו בדרום. אנחנו אמנם לא על הגבול עם עזה או מול טרוריסטים של חמאס, אבל אנחנו בכל זאת פגיעים ובסיכון. רבים מאיתנו גרים במרחק מטרים ספורים מטרוריסטים פלסטינים שאינם פחות שנאה או צמא דם מחמאס. למעשה, תעמולה של חמאס נמצאה רק בשבוע שעבר רוססה על הקירות בכפר מול שכונת זית, והוסרה במהירות על ידי הצבא.

אמנם אנו מעריכים את המאמצים של כוחות הביטחון המקומיים (ביטחון אפרת) וחיילי הצבא המוצבים כאן לאחרונה, ומודים על ההקרבה שכולם עושים מדי יום כדי להבטיח את ביטחוננו ורווחתנו, אנחנו לא מרגישים שיש מספיק נעשה כדי להגן עלינו.

לפיכך, אנו תושבי אפרת, דורשים מכם, כנציגנו הנבחרים, לפעול לאלתר ליזום אמצעי האבטחה הבאים כדי להגן עלינו מפני פיגוע טרור צפוי:

1. כיתה כוננות: אנו דורשים להגדיל את צוות כיתה כוננות לפחות פי 3 מגודלו הקיים. יש להקדיש תשומת לב מיוחדת ליצירת כיתה כוננות נפרד וייחודי בשכונות הגובלות באופן הדוק בכפרים ערביים (דהיינו זית ודגן). הכוח המוגבר הזה חייב להיות מאומן היטב, וחמוש היטב בתותחים ארוכים (M16s) כדי לספק את הכוח הדרוש כדי לעצור מתקפה מתואמת של שכנינו הערבים. התרחיש הזה כבר לא היפותטי אחרי ה-7 באוקטובר, ועלינו לעשות כל שביכולתנו כדי להכין את עצמנו למנוע אסון דומה באפרת.

3. רובים ארוכים: אנו דורשים לקבל נשקים ארוכים כדי לסייע במניעת טבח באפרת. אירועי החודש האחרון חשפו את הצורך באזרחים חמושים ומאורגנים טובים יותר המצוידים להגן על עצמם ועל משפחותיהם. בעוד אקדח הוא הגנה מינימלית לכל המתגוררים באפרת, חייב להיות מספר גדול יותר של M16 לרשות התושבים. לכן, אנו מבקשים מכם לדרוש מהצבא לספק יותר רובים ארוכים לחלק מהתושבים המוסמכים באפרת עם הכשרה צבאית, ולספק הכשרה הנדרשת על מנת להבטיח שימוש בטוח ויעיל בנשק זה. כמו כן, על המועצה להציע סיוע לכל מי באפרת שעדיין אין לו אקדח ולסייע בהליך הבירוקרטי של קבלת רישיון נשק. כמו כן, אנו מבקשים שתלחצו על משרד הפנים לזרז בקשות לרישיון נשק לתושבי אפרת. ככל שיש לנו יותר רובים בידי תושבי אפרת, כך כולנו בטוחים יותר.

4. מיגון הסתננות: אנו דורשים מחסומים פיזיים טובים יותר סביב גבולות אפרת כדי להרתיע ולמנוע פיגוע. הימים שלאחר המלחמה חשפו מספר חורים פעורים באבטחה באפרת ובסביבתה. חלקם התמלאו, כמו התקנת בטונדות בשערים הראשיים והוספת תחנות נשק של מ"ג ברחבי היישוב, אך ישנם תחומים רבים נוספים שצריכים לטפל בהם על מנת לספק את רמת הבטיחות והביטחון הנדרשת לישוב. תושבי אפרת, ביניהם: 

       

4A:  מיגון סיפתח: כל יום יש מאות אנשים שמבקרים בספתח ובדוכן הפלאפל החדש בדגן. הם יושבים ונהנים מחטיף עם משפחותיהם תחת העינים של האויב, שצופה בגובה העיניים במרחק של מטרים ספורים בלבד. כפי שאנו יודעים מהתקפות קודמות, הן האחרונות והן ההיסטוריות, טרוריסטים המצוידים ברובה פשוט מסוגלים לירות בקלות לאזור סיפתח. אתה חייב להקים מחסומי בטון כדי להגן על המבקרים באזור הסיפתח מפני הסיכון האמיתי של ירי. זה רק עניין של זמן עד שהטרגדיה הזו תתרחש, חלילה, ועלינו לעשות כל שביכולתנו כדי למנוע אסון.

4C  תאורה: אין מספיק תאורה סביב דרכי הביטחון וגבולות אפרת. תאורה טובה יותר יכולה לעזור לכל אנשי הביטחון והתושבים להישאר בכוננות ולהיות מודעים להתקפה המתקרבת. זוהי דרך קלה יחסית למנוע פלישה לילית ולהרתיע את האויב מלהתקרב לגבולותינו.

        

שוב, אנו מודים על כל המאמצים שעשיתם למען כל תושבי אפרת, ומקווים שנוכל לפעול יחד על מנת להבטיח לכולנו עתיד בטוח ובטוח יותר.

Dear Oded Revivi, Mayor, and Local Council of Efrat,  

     

We, the undersigned residents of Efrat, demand more security measures be taken to protect our community.

      

We are haunted by the tragedy of October 7th. The death, destruction, and displacement of our brothers and sisters in the South was heartbreaking, and we are praying every moment for the release of the hostages that are still in captivity.

      

Almost as devastating is the disappointment that we all have in our government, army, security services, and intelligence agencies that failed terribly at preventing the attacks. We all had deep faith that we were safe and trusted that our security was of paramount importance to all of our leaders. Now we know that we were  wrong.

     

As residents of Efrat, we feel particularly vulnerable to similar attacks as we saw in the South. While we are not on the border with Gaza or facing Hamas terrorists, we are nevertheless vulnerable and at risk. Many of us live only meters away from Palestinian terrorists that are no less hateful or bloodthirsty than Hamas. In fact, Hamas propaganda was found just last week spray-painted on the walls in the village across from the Zayit neighborhood, and was quickly removed by the army

      

While we appreciate the efforts of local security forces and the army soldiers that are recently stationed here, and grateful for the sacrifices that they all make everyday to ensure our security and well-being, we do not feel that enough is being done to protect us.

       

Therefore, we the residents of Efrat, demand that you, as our elected representative, act immediately to initiate the following security measures to protect us from an impending terrorist attack:

       

      

1. Emergency Response Force: We demand that the emergency response team (כיתה כוננות) be increased to at least 3 times its existing size. Special attention should be made to creating a separate and unique emergency response team in the neighborhoods that closely border Arab villages (namely, Zayit and Dagan). This increased force must be well trained, and well-armed with long guns (M16s) to provide the necessary force needed to stop a coordinated attack from our Arab neighbors. This scenario is no longer hypothetical after October 7th, and we must do everything in our power to prepare ourselves to prevent a similar disaster in Efrat.

    

2. Civilian Patrols: We demand that the civilian patrol be supported. Soon after the war began, 250 armed residents of Efrat came together to form a volunteer civilian patrol. The goal of this impressive initiative was to “see and be seen”. It has brought an added layer of support to the existing security infrastructure, as well as peace of mind to the many families in Efrat that are left at home without a spouse and feel vulnerable. However, the civilian patrols need supplies to make this initiative more effective and successful. Therefore, we request that you provide each neighborhood with a dedicated security car for evening patrols, equipped with a blue-flashing light on top, 2 bullet-proof vests, walkie-talkies that are connected to the Moked Efrat, and long-guns (M16) to provide extra protection in the case of an attack. The civilian patrols also need a basic-level of training and chain-of-command organization to make sure that they are proficient with their weapons, organized in an emergency event, and better integrated into the existing security establishments. This group of volunteers shows the commitment and strength of the citizens of Efrat and should not be ignored or dismissed, but rather appreciated and utilized as a valuable addition to the security of Efrat.

        

3. Long Guns: We demand access to long-guns to help prevent a massacre in Efrat. The events of the last month have revealed the need for better armed and organized civilians that are equipped to protect themselves and their families. While a handgun is a minimum protection for everyone living in Efrat, there must be a larger number of M16s made available to residents. Therefore, we ask that you demand from the military to supply more long-guns to some qualified residents in Efrat with military training, and provide necessary training to ensure safe and efficient use of that weapon. Furthermore, the council should offer assistance to anyone in Efrat that still does not have a handgun and assist with the bureaucratic process of obtaining a gun license. We also request that you pressure the Ministry of Interior to expedite gun license applications for the residents of Efrat. The more guns we have in the hands of Efrat residents, the safer we all are.

       

4. Infiltration Protection: We demand better physical barriers around the borders of Efrat to deter and prevent an attack. The days following the war exposed a number of gaping holes in the security in and around Efrat. Several were filled, like the installation of concrete blocks at the main gates, and the addition of MAG gun stations around the Yishuv, but there are many other areas that need to be addressed in order to provide the necessary level of safety and security to the residents of Efrat, including:

       

4A. Siftach protection: Every day, hundreds of people visit Siftach and the new falafel stand in the Dagan. They sit and enjoy a snack with their families in full view of the enemy, which is watching at eye-level only meters away. As we know from previous attacks, both recent and historic, terrorists equipped with nothing more than a simple rifle are able to easily reach this location with live bullets. Concrete barricades must be erected to protect those visiting the Siftach area from the real risk of gunfire. It is just a matter of time before this tragedy occurs, G-d forbid, and we must do everything we can to prevent it.

         

4B. Barbed wire: There are many examples of Arabs entering Efrat’s territory by foot. The residents regularly see them walking in the valleys and approaching Efrat’s borders. Their movements must be limited in order to prevent or at least slow a ground offensive by armed terrorists that may be planning to infiltrate Efrat. Barbed wire in the valleys around Efrat can be used to effectively slow an attack and allow the time needed for security forces to mobilize.

         

4C. Lighting: There is insufficient lighting around the security roads and borders of Efrat. Better lighting can help all the security personnel and residents to stay on alert and become aware of an approaching attack. This is a relatively easy way to prevent a nighttime incursion and deter the enemy from approaching our borders.

         

Again, we are grateful for all the efforts that you have done for all the residents of Efrat, and hope that we can work together to ensure a safer and more secure future for us all.
