אל חברי ועד חשמונאים היקרים,

אנו, החתומים מטה, תושבי חשמונאים, פונים אליכם בכבוד, בהערכה ובדאגה עמוקה בנוגע לפרויקט הבנייה רחב־ההיקף המתוכנן באזור רחוב המור ורחוב הלבונה.

בראש ובראשונה, חשוב לנו להביע את תודתנו והערכתנו. אנו מודעים לכך שחברי הוועד פועלים בהתנדבות מלאה, ומשקיעים מזמנם, ממרצם ומכוחם לטובת היישוב. אנו מודים לכם על העשייה המתמשכת ועל המחויבות לקהילה.

אנו גם מבינים שחלק ניכר מההחלטות והמהלכים הקשורים לפרויקט זה התקבלו או הושפעו על ידי הוועד הקודם, וכי הוועד הנוכחי ירש מציאות מורכבת ולא פשוטה. כוונתנו אינה להטיל אשמה, אלא לבקש את מנהיגותכם, תמיכתכם והובלתכם בהתמודדות עם האתגרים העומדים בפנינו כעת.

חשוב לנו להבהיר:
איננו מתנגדים לפיתוח. אנו מבינים שפיתוח ובנייה במידה מסוימת הם צורך אמיתי ובלתי נמנע. עם זאת, הפיתוח חייב להיעשות באופן שישמור על אופיו, איכות חייו ובטיחותו של היישוב חשמונאים. לדעתנו, המשמעות היא בנייה מדורגת ומתונה — בנייני דירות קטנים, צפיפות סבירה ותכנון שמתאים לאופי הקיים של היישוב, ולא בנייה מאסיבית ורבת־קומות (12 קומות) .

הדאגה המרכזית והדחופה ביותר שלנו בעת הזו היא סוגיית התחבורה והנגישות.

על פי התכנון הנוכחי, צפויים להתווסף ליישוב כ־1,000 כלי רכב נוספים, אשר ייצאו כולם דרך אותו אזור מצומצם הסמוך למגרש הכדורסל ולכניסה הקיימת. כבר כיום קיימים עומסי תנועה משמעותיים בשעות הבוקר. הוספת כמות כזו של רכבים תהפוך את היציאה מהיישוב בשעות הבוקר לכמעט בלתי אפשרית, ותיצור פגיעה יומיומית קשה באיכות החיים, לצד סיכונים בטיחותיים ממשיים.

לפיכך, עמדתנו ברורה וחד־משמעית:
אין להתחיל בבנייה בקנה מידה כזה לפני קבלת אישור מלא ויישום בפועל של כניסה נוספת ליישוב. התחלת בנייה ללא פתרון תחבורתי אמיתי ומתפקד תטיל עומס בלתי סביר על התושבים ועלולה לגרום לנזק ארוך טווח שלא ניתן יהיה לתקן בדיעבד.

אנו מבקשים מכם, בכבוד ובאמון:

• לפעול בנחישות לקידום פיתוח אחראי ומצומצם השומר על אופיו של חשמונאים.

• לקבוע את אישור והקמת כניסה נוספת ליישוב כתנאי סף שאינו נתון למשא ומתן לכל תחילת בנייה.

• לשמש כנציגינו ולוודא שבטיחות התושבים, חופש התנועה ואיכות החיים של הקהילה הקיימת נשמרים.

אנו מעלים את הדברים מתוך אכפתיות עמוקה ליישוב ומתוך אמון בכם ובהנהגתכם. אנו מבקשים את עזרתכם, את תמיכתכם ואת שותפותכם כדי להבטיח שחשמונאים תמשיך להיות מקום שטוב ובטוח לחיות בו — כיום ובעתיד.

To the Members of the Vaad of Chashmonaim,

We, the undersigned residents of Chashmonaim, are writing to you with respect, appreciation, and a deep sense of concern regarding the large-scale construction project planned near Rechov Hamor and Rechov Halevona.

First and foremost, we want to clearly acknowledge and thank you. We understand that the Vaad is made up of volunteers who dedicate significant time, energy, and personal effort for the benefit of our yishuv. We are grateful for the work you do and for your willingness to serve the community.

We also recognize that many of the key decisions related to this project were influenced or made by the previous Vaad, and that the current Vaad has inherited a complex and difficult situation. Our intention is not to assign blame, but to ask for your leadership and support in addressing the serious challenges that now lie ahead.

We want to be clear:
We are not opposed to development. We understand that some level of building is necessary and inevitable. However, development must be done in a way that preserves the character, livability, and safety of Chashmonaim. We strongly believe that this means small-scale apartment buildings, reasonable density, and thoughtful planning that aligns with the existing nature of the yishuv — not massive high-rise construction.

Our number one and most urgent concern at this time is traffic and access.

The current plan would introduce approximately 1,000 additional cars, all exiting through the same limited area near the basketball court and the existing entrance. Even today, traffic congestion during morning hours is challenging. With this volume of additional vehicles, it will become nearly impossible to leave the yishuv in the morning, creating daily frustration, safety risks, and a serious decline in quality of life for residents.

We therefore believe — unequivocally — that construction must not begin until there is full approval and implementation of an additional entrance to the yishuv. Starting large-scale construction without a new, functioning access road would place an unacceptable burden on residents and create long-term damage that cannot easily be undone.

We respectfully ask the Vaad to:

Advocate firmly for responsible, scaled development that maintains the character of Chashmonaim.

Make the approval of an additional entrance a non-negotiable precondition for any construction to begin.

Act as our representatives in ensuring that the safety, mobility, and daily lives of current residents are protected.

We are raising these concerns out of care for our community and trust in your leadership. We ask for your help, your advocacy, and your partnership in ensuring that Chashmonaim continues to be a place where families can live safely, peacefully, and with dignity.
