שוב מלחמה בעזה. בעת הזאת נדמה שעשן כבד מכסה את השטח, את התקשורת, את התודעה ואת העתיד. אבל דבר אחד אפשר לקבוע בוודאות: קורבנותיה של המלחמה הזאת כבר שילמו את המחיר. מתיה כבר מתים, ופצועיה ימשיכו ויתמודדו עם הכאב והטראומה כל ימי חייהם.

כאנשי ונשות בריאות ורפואה, יהודים וערבים, עמדתנו אינה מוסרית יותר משל כל אדם אחר, אבל מעצם תפקידינו ועבודתנו השוטפת, נקודת המבט שלנו שונה. בשבילנו, אלפי הקורבנות אינם רק מספר המדווח בתקשורת, אלא אנשים אמיתיים, בעלי פנים, שמות, סיפור חיים וכאב מוחשי וחי. את הפצועים איננו שואלים אם נפצעו בהתאם להוראות הדין הבינלאומי. עם הילדים איננו בודקים אם התייתמו באופן צודק ומוסרי. בשבילם זה כבר מאוחר מדי.

שבועת הרופא מנחה אותנו לשמור על בני האדם "מכל רע ועוולה". שמירה זו איננה באה לידי ביטוי רק במפגש עם הפצועים בחדר המיון, אלא מחייבת אותנו להתבונן באומץ גם על הגורמים והנסיבות המביאים את הפצועים וההרוגים לפתחנו. עלינו לבחון מהי העוולה שמפניה אנו מצווים לשמור. והעוולות, רבות הן -  משפחות שלמות שמופגזות למוות בבתיהן. ירי טילים על אזרחי ישראל. הפגזת בתי חולים ובאמבולנסים. שימוש במתקנים רפואיים לצרכים צבאיים. הטלת מאות טונות של פצצות על אזורי מגורים. מוות בלתי נסבל של אזרחים. אדישות גדולה לסבל של האחר.

מי שעיניו בראשו רואה כי לא רק רצועת עזה נתונה במתקפה חסרת תקדים, אלא גם סביב המרחב הדמוקרטי בישראל מיתמרת פטריית עשן. האלימות הפיסית והמילולית, המתקפה המאורגנת על כל מי שאינו מסכים ליישר קו מדיניות הממשלה ועם הלך הרוח הלוחמני, ההתנכלות – הממסדית לעתים - כלפי אנשים אך ורק בשל הבעת עמדתם האישית, כל אלה הביאו את המרקם החברתי בישראל לשפל חסר תקדים. לצערנו, נראה שטרם הגענו לתחתית המדרון.

ויש לומר באומץ: אלה אינם רק "קולות מלחמה". זו אינה רק תוצאה של תסכול ופחד ורצון "להחזיר את השקט". השיח הציבורי בעת זו חושף במלוא העוז את פניה של חברה, שכיבוש רב שנים השחית כלפי פנים וכלפי חוץ. זו תוצאה של שנים ארוכות של רמיסת זכויותיו של עם אחר, של הצבת חיילים וחיילות צעירים במשימות שיטור במחסומים, של אלימות, גזענות והשתקה, של דה-הומניזציה של הזולת. הדרך לתקן את  הנזק התודעתי הזה ארוכה ורצופה מכשולים, אך אנו עדיין מלאי אמונה בצדקתה ובהיתכנותה.

ולפני הכל, למען חייהם ובריאותם של כל הישראלים והפלסטינים, אנו קוראים לאנשי ונשות בריאות ורפואה, ולכל המאמינים באנושיות ובצדק: הצטרפו לקריאתנו להפסקת אש, שתשים קץ להרס ברצועת עזה ולמתקפת הטילים על ישראל.  המבחן לדמוקרטיה ולמוסר הוא דווקא עכשיו – כשקשה, מפחיד ולא פופולרי להשמיע קול בגנות האלימות ובזכות דו שיח הוגן. הצטרפו אלינו לקריאה למנוע עוד כאב ושכול. הצטרפו לדרישה ממנהיגי האזור כולם: מול אופציית הסבל והמוות, עלינו להעמיד את אופציית ריפוי הפצעים, הפיוס, והבחירה בחיים. אנו מאמינים כי שלב הכרחי בכך הוא הכרה בחירותם של שני העמים, הפסקת השליטה הישראלית על העם הפלסטיני, הסרת הסגר מעל תושבי רצועת עזה וחתירה לפתרון מדיני צודק, שיבטיח ביטחון וחיים של כבוד לתושבי אזורנו כולם.* העצומה מופצת ע"י ארגון רופאים לזכויות אדם (PHR-IL)

Wartime – an appeal to doctors, health professionals and the wide public عربية أدناه

There is war in Gaza again. At this time, it seems like heavy smoke is covering the area, the media, consciousness, and the entire future. But one thing can be already stated with certainty: the casualties of this war have already paid the price. Its dead have already died; its wounded will go on to contend with the pain and trauma for the rest of their lives.

As health and medical professionals, Jews and Arabs, our position is no more moral than that of anyone else, but by dint of our positions and our ongoing work, our point of view is different. For us, the thousands of casualties are not merely a number, reported in the media, but actual, real people, with faces, names, and a vivid, tangible story of life and pain. We do not ask the wounded if they were hurt in accordance with the strictures of international law. We do not check whether the children were orphaned in a just, moral manner. For them it is already too late.

The Physician’s Oath guides us to hold human beings safe “from all evil and injustice.” This holding is expressed not only in meeting the wounded in the Emergency Room; it also requires us to look bravely at the factors and circumstances that bring the dead and the wounded to our doorstep. We must examine what injustice it is that we are commanded to hold people safe from. And the injustices are many: whole families bombarded to death in their homes; rockets fired at the citizens of Israel; hospitals and ambulances shelled; medical facilities being used for military purposes; hundreds of tons of bombs dropped on residential areas; intolerable death of civilians; a great indifference to the suffering of the other.

Anyone with eyes in their head can see that not only the Gaza Strip is under unprecedented attack, but that the democratic space in Israel is surrounded by a billowing mushroom cloud. The physical and verbal violence, the organized attack on anyone who will not toe the government’s policy line, and the belligerent mood, the assaults – sometimes institutionalized – against people for no reason other than their having expressed a personal opinion, these have all brought the social texture in Israel to an unprecedented low. We are sorry to say that it seems we have not yet gotten to the bottom of the slope.

And we should courageously say: these are not just “sounds of war.” This is not just the result of frustration and fear, of a desire “to bring back the quiet times.” The public discourse at this time powerfully exposes the face of a society that has been corrupted, inside and out, through many years of domination and occupation. This is a result of many years of trampling the rights of another nation, of placing young soldiers into policing roles at checkpoints; of violence; of racism and silencing; of dehumanizing the other. The road to repairing this damage is long and full of obstacles, but we are still imbued with the faith that it is both just and possible.

And before anything else, for the very lives and health of all Israelis and Palestinians, we call upon health and medical professionals and all people who believe in humaneness and justice: join our call for a ceasefire that will put an end to the destruction in the Gaza Strip and to the rocket attacks on Israel. Now is the time that democracy and ethics are put to the test, when it is hard, scary, and unpopular to denounce violence and speak up in favor of fair dialogue. Join us in the call to prevent any more pain and bereavement. Join the demand of all leaders in the region: we must place against the option of suffering and death an option of healing the wounds, of reconciliation, and of choosing life. We believe that a necessary step in that direction is the acknowledgement of the liberty of both nations, the termination of Israeli control over the Palestinian nation, the removal of the siege on the people in the Gaza Strip, and a striving for a just political solution, which will guarantee security and a dignified life to all the people in our region. * Petition circulated by 'Physicians for Human Rights - Israel' 

في أوقات الحرب – دعوة لأطباء وطبيبات, رجال ونساء في مجال الصحة

مرة أخرى حرب في غزة. في هذا الوقت يبدو أن الضباب القاتم يخيم فوق الأرض, فوق الصحافة, فوق الوعي وفوق المستقبل. ولكن يبقى واقع أكيد واحد: ضحايا هذه الحرب قد دفعوا الثمن. الأموات قد ماتوا, والجرحى سيستمرون في مواجهة الألم والصدمة كل أيام حياتهم.

نحن, نساء ورجال عاملو مجال الصحة والطب, يهود وعرب, موقفنا ليس ضميري أكثر من أي إنسان أخر, لكن واقع وظيفتنا وعملنا اليومي يجعلون وجهة نظرنا مختلفة. بالنسبة لنا, آلاف الضحايا ليسوا فقط أرقام تعرضها الصحافة, بل أناس حقيقيون, لهم وجوه, أسماء, سيرة حياة وألم ملموس وحقيقي. لا نسأل الجرحى ماهي إصابتهم وفق القانون الدولي. لا نبحث عن سبب تيتم الأطفال بشكل حقاني وأخلاقي. لهم, قد فات الأوان.

القسم الطبي يوجهنا نحو حماية البشر "من كل ظلم وسوء". هذه الحماية لا تقتصر على لقاء الجرحى في غرف الإسعاف, بل تمتد وتلزمنا التأمل بشجاعة على العوامل والظروف التي جاءت بالجرحى والأموات إلينا. علينا اختبار الظلم, ذلك الذي وصيتنا الحماية منه. والظلمات, الكثير منها – تم قصف عائلات بأكملها حتى الموت وهم في بيوتهم. إطلاق الصواريخ على سكان دولة إسرائيل. قصف المستشفيات وسيارات الإسعاف. إستعمال المراكز الطبية لأهداف عسكرية. إيقاع مئات الأطنان من القنابل على مناطق سكنية. موت غير محتمل من المدنيين. عدم إكتراث عظيم لمعاناة الأخر.

من يعي نفسة يقدر على ملاحظة, ليس فقط هجوم لا مثيل له على قطاع غزة, بل أيضا الدخان الأسود الذي يخيم فوق المساحة الديموقراطية الإسرائيلية. العنف الجسدي والكلامي, العدوان المنظم ضد كل من لا يوافق على محاذاة الاجواء الحربية المتشددة وسياسة الحكومة, الإزعاجات – بعضها منظمة من قبل مؤسسات رسمية - الموجهة مقابل أفراد بسبب التعبير عن رأيهم الشخصي, قد جاء بالتركيبة الاجتماعية الإسرائيلية لحضيض لم يسبق مثله. ناسف حين نلاحظ أننا لم نصل الى أسفل المنحدر بعد.

علينا أن نقول بشجاعة: ليست هذه فقط "أصوات الحرب" فقط أو حتى نتيجة الإحباط والخوف والرغبة في "إعادة الهدوء". تعري لغة الخطاب العام الاسرائيلي، في مثل هذا الوقت، المجتمع الاسرائيلي من اقنعته وتفضح حقيقته, حقيقة تلوثه داخليا وخارجيا باحتلال وسحق الشعب الفلسطيني لسنين طويلة. ليس هذا الخطاب الا نتيجة لممارسات الاحتلال الدائمة من توكيل شباب وشابات كجنود وشرطة في الحواجز, من ممارسة العنف؛ العنصرية؛ تكميما لافواه وسلب الإنسانية المنهجي من الفلسطيني. الطريق لتصحيح هذا الضرر والتخلص من التلوث مليء بالعقبات, لكن نبقى على إيمان تام في حتمية التصحيح وتحققه.

من أجل حياة وصحة جميع الإسرائيليين والفلسطينيين, نحن ننادي رجال ونساء الصحة والطب, وكل من يؤمن بالإنسانية والحق: إنضموا إلينا في صرختنا لإيقاف النار, إنهاء الهدم في قطاع غزة وقصف الصواريخ على إسرائيل. في مثل هذه الأوقات العصيبة, حين الخوف, الصعوبة وعدم شعبية التكلم ضد العنف ودعم الحوار العادل, يظهر إمتحان الديموقراطية والأخلاق. إنضموا إلينا في ندائنا لمنع المزيد من الألم والأسى. إنضموا لمطالبتنا قادة المنطقة كلهم: مقابل خيار المعاناة والموت علينا أن نضع خيار شفاء الجروح, السلم والمطالبة بالحياة. نحن نؤمن أن خطوة ضرورية نحو ذلك هي الإعتراف في حرية الشعبان, إيقاف التحكم الإسرائيلي في الشعب الفلسطيني, رفع الحصار عن سكان قطاع غزة والسعي وراء الحل السلمي الصادق, القادر على ضمان الأمن والحياة المحترمة لجميع سكان منطقتنا.
